Those are Lupines. In your neck of the woods I will take a guess it's Velvet Lupine Lupinus leucophyllus. At least that should get you started on a definite ID. Over here, our Lupine likes to grow in wetter places:

Nice purple lupines. They are all over around here right now and I keep forgetting to take photos.
